Role summary:
We are recruiting a supply chain manager for a client of ours in the UAE Government sector, this role is for a UAE National. The ideal candidate will be responsible for developing and maintaining supply chain processes to produce a world-class, strategic sourcing, purchasing, and planning capability, leveraging the company’s procurement power and manufacturing capabilities, planning, coordinating, and administering our client’s strategic goals, and building the supply chain that will meet the needs of the organization.
Major Responsibilities:
Responsible for driving substantial cost saving, process improvement and compliance (governance) related to procurement and supply chain management activities in the direct and in the indirect domains.
• Continually communicate with business unit staff, Production, BD, QC and CEO in order to respond to and keep each informed of potential problems and opportunities related to forecasted/customer demand changes and non-forecasted orders and recommend alternatives, in a timely manner.
• Establish relationships and communication channels to ensure that all necessary program milestones are included in the demand forecast and Master Schedule.
• Interface with material planners and attend weekly meetings, as required, to determine production priorities.
• Conduct and support routine production meetings and/or updates as required, including operations level supervision.
• Support implementation of change notices as required.
• Manage scheduling, customer demand, and forecast quantities to minimize excessive inventory or conversely inadequate build quantities based on customer demand increases in volume.
• Perform all necessary duties to assure the ERP system is functioning correctly in the areas of Master Scheduling and Production Control.
• Support root cause analysis when metric goals are not met and initiate actions to meet identified metrics as required. • Establish and analyze rework rates in order to support schedules.
• Actively participate in New Product Development Process and Process Improvement Teams as required.
• Develop a vendor assessment and scorecard system, establish Quarterly Business Reviews (QBRs) with key vendors, and negotiate best volume pricing.
• Utilizing best practices in strategic sourcing to optimize the total cost of ownership for the company. The total cost of ownership will include consideration of life cycle cost, logistics, security of supply, supplier performance, business continuity and regulatory compliance and constraints.
• Actively develop and manage supplier relationships to align with company’s strategic sourcing objectives while minimizing financial and business continuity risk.
• Facilitate communications and supplier access to Senior Management staff as necessary to support strategic business objectives. Consult with other Procurement Departments to identify synergies that will ensure maximum effectiveness of strategic purchasing initiatives.
• Identify and select source of assigned raw materials/ goods & services, negotiate all elements (price, quantity, quality, services, and delivery) of transactions and develop and manage the resulting contract.
• Develop and implement formal strategic sourcing plans for designated spend categories to support business goals and objectives. • Employ risk management strategies to ensure business continuity objectives are met. • Participate as an active member of the strategic management team for the Business Group. Provide the Management Team with analysis on the impact of price/volume and availability on purchasing/business decisions.
• Consult with Business Group, R&D and Operations to provide metrics information and insight regarding the competition, potential entrants, pricing initiatives and quality, service, price and distribution issues.
• Improve processes for more efficiently moving goods through the supply chain, including improvements in warehouse and logistics processes.
• Directs and manages the control of all supplies and services from acquisitions to disposition.
• Manage the division’s transportation logistics to ensure distribution of products direct to customers, or through distribution centers / warehouses are completed with optimum service at the most efficient cost.
• Identify and formulate project procurement strategies. • Maintain and update all commercial bill of material for all company products.
• Supervise subordinates, complete employee evaluations, plan and arrange for staff development and training, resolve employee problems and disciplinary issues.
Education and Qualification • Bachelor degree in Business Administration / Supply Management/ Engineering, MBA is preferred.

Experience
• 6-8 years of experience in Supply Chain Management in which 2 years in supervisory level.
• Experience in an indirect supplier management function including purchasing experience, expertise and industry knowledge in primary commodity and service areas such logistics, MRO and agency product certifications.
• Progressive track record of accomplishments in purchasing or supply chain including experience from defense, high volume, repetitive, manufacturing environments required.
• Experience working in manufacturing/defense industry is preferred.
• Analytical and technical skills required to understand business practices and recommend proper automation opportunities.
• Strong quantitative, analytical, and financial skills required. • Significant experience in leading a complex, manufacturing system.
• ERP experience is required.
